Form Edit/Design Menu

I'm trying to modify the layout of a form, but it's difficult to move elements because of the edit menu/toolbar that appears on the right side of the screen. Every time it appears or disappears it moves the form's columns to a new width. Is there a way to make this menu permanently visible so that my columns will stay still?
