Sandbox App option not appearing

It sounds like you are looking in the right spot. I know they did recently show something about a new settings menu, I am using the old one still because the change has yet to happen automatically. Are you using the new or old settings?
If you click the settings cog on the home screen of the app you should see something like this on the right below "Advanced Features"
If you do not see the sandbox option then I would submit a ticket to QuickBase about it if you are sure you are looking in the right place and have the correct plan.
