Filtering Record Picker
Is there a way to filter the record picker based on value in other field?
Ex: picker shows name, email, department
Want to filter picker to only show records in picker that have a certain department

On a form, you can use a report to be your record picker.
Here is a screen shot where I literally made one called Record Picker
In your report you can build all sorts of logic to constrain the options of the Users.

Go to the relationship which is the source if your drop down field. Go to the field for Related Parent, the reference field on the right side of the relationship.Look for the field setting for Conditional Values. Configure it to condition the choices offered based on first selecting a department.
